Chimney flue liners: types, relining, and what to ask

A flue liner is the inner channel that keeps heat, smoke and carbon monoxide inside the chimney and away from the house framing. Relining is genuinely required when the existing liner is damaged, missing, or wrong for the appliance it serves. Before you agree to a new liner, ask for the camera images of the specific defect and the appliance's venting requirement in writing.
A flue liner is the channel inside a chimney that carries smoke and exhaust from the appliance to the outdoors. It does three jobs: it keeps heat away from the brick and the wood framing around the chimney, it keeps exhaust gases like carbon monoxide from leaking into the house, and it gives the flue the right size and shape to draft. The International Residential Code (IRC) Chapter 10 requires masonry chimneys to be lined, and NFPA 211 sets the same expectation for chimneys serving fireplaces and solid-fuel appliances. Brick and mortar alone are not designed to handle combustion heat and acidic exhaust over time. When a liner is cracked, has gaps at the joints, or is missing, the consequence can be a house fire that starts outside the flue or exhaust entering living space. The caveat: many older homes were built before lining rules were enforced, so "unlined" describes a lot of housing stock, and it is something to have inspected rather than a reason to panic.
There are three common liner families. Clay tile is the traditional liner built into masonry chimneys as sections stacked with mortar joints. Stainless steel liners, rigid or flexible, are the usual choice for relining an existing chimney and are sold as listed systems. Cast-in-place and resurfacing systems apply a heat-resistant material inside the old flue to seal joints, fill cracks, or form a new liner. The IRC recognizes clay flue lining meeting ASTM C315 and listed chimney lining systems tested to UL 1777, and a listed system must be installed per its own instructions. Stainless relining has a researched national range shown below; cast-in-place work is quote after inspection because the job depends on the flue's condition. The caveat: "cast-in-place" is used loosely, and a resurfacing repair and a full poured liner are different products, so ask which one the quote describes.

Cracked tiles, open mortar joints, and missing sections let heat reach combustible framing and let exhaust escape into the walls or the house. CSIA lists cracked or collapsed flue tiles among the signs that a chimney fire has already happened, often without the owner knowing. CSIA also notes that clay liners can flake under corrosive exhaust, producing debris that can block the flue and push carbon monoxide back indoors. NFPA 211 is the standard inspectors use to judge whether a flue is serviceable. The consequence of ignoring real damage is a fire or CO risk, and the CPSC names cracked or blocked chimneys as a fire hazard. A camera inspection is usually how this kind of damage is found, since most of the flue cannot be seen from the firebox or the roof. The caveat: not every crack means the liner has failed, and small joint defects can sometimes be repaired rather than replaced.
Relining is typically required in three situations. First, when a Level 2 or higher inspection finds damage that makes the existing liner unserviceable, such as cracked tiles or a collapsed section. Second, when you install or change an appliance and its manual calls for a liner the chimney does not have; many wood inserts, for example, must be vented through a continuous liner to the top of the chimney. Third, when converting to gas or oil, if the existing flue is the wrong size or material for that appliance. CSIA's Level 2 procedure lists relining plans, appliance changes, property sale, and fire or weather damage as reasons to inspect at Level 2. Permits for relining and appliance installs vary by state and locality. The caveat: a liner that is old but intact, correctly sized, and passing inspection does not need replacing just because of its age.

A liner has to be sized for the appliance it serves, not for the chimney it happens to fit inside. Liner makers say the liner must not be smaller than the appliance manufacturer specifies, and the appliance's flue outlet must not be larger than the liner at its narrowest point. For open fireplaces, CSIA's Level 2 procedure measures the flue against NFPA 211 ratios to the fireplace opening. A flue that is too small can spill smoke and exhaust into the room. A flue that is too large lets exhaust cool and move slowly, which feeds creosote in wood systems and condensation in gas systems. The consequence of a mis-sized liner is that you pay for relining and still have a draft or deposit problem. The caveat: sizing rules come from several documents at once, so ask the installer which manual or table they used and to write the size on the quote.
Whether a stainless liner needs insulation depends mainly on the fuel and the liner's listing. CSIA's homeowner guidance says liners for gas- and oil-fired appliances do not require insulation to meet manufacturer and warranty requirements, while liners serving solid-fuel appliances do. Manufacturer guides describe wrapping the liner in an insulation blanket as part of the installation. Insulation helps keep exhaust hot, which improves draft and reduces creosote, and it can be what gives the system its required clearance to combustibles. Skipping insulation where the listing requires it can void the warranty and leave the system out of compliance with its listing. The caveat: insulation methods differ by product, including wraps and poured mixes, so the right answer is whatever that specific liner's instructions say.
Liner warranties come from the manufacturer, and they are conditional. One stainless liner maker's guide says its warranty lasts as long as the original purchaser owns the property, provided the liner is installed according to its UL installation instructions. A resurfacing system maker advertises a material warranty of a stated length. Neither covers a liner that was mis-sized, left uninsulated where required, or used with a fuel it is not rated for. The consequence is that a "lifetime liner" can carry no real protection if the paperwork is missing. Ask for the manufacturer's warranty document, the listing label or tag, and a written record of the installed size and length. Keep them with your house records. The caveat: the installer's workmanship warranty is a separate promise from the manufacturer's material warranty, and you should know which one you are being offered.
Not every liner problem calls for a full reline. Makers of resurfacing systems describe separate treatments for defective mortar joints only, for joints plus minor defects in a tile-lined flue, and for a full relining sleeve. Stainless relining replaces the function of the old liner entirely, and its researched national range is shown below. Resurfacing and cast-in-place work are quote after inspection. The right choice depends on how much of the flue is damaged, the appliance it will serve, and whether the finished system carries a listing. The consequence of choosing wrong in either direction is money: an unnecessary full reline, or a patch that will not pass the next inspection. The caveat: some repairs are only possible when the damage is limited, so an honest contractor may still say a reline is the better choice for your flue.
"You need a new liner" is one of the most common large recommendations in the trade, and sometimes it is exactly right. Because you cannot see inside your own flue, ask for evidence before you agree. First, the Level 2 camera images or video of the specific defect, with its location in the flue. Second, the written report stating the inspection level performed. Third, if the reason is an appliance, the page of that appliance's manual or listing that states the required liner size and type. CSIA's Level 2 procedure requires a video scan or similar inspection and a copy of the report for the customer. NCSG has argued in NFPA 211 proceedings that inspecting all flue liners matters for catching preventable losses. It is also reasonable to ask the credentials of the person who reviewed the footage, in order: NCSG CCP or CCR, NFI Woodburning or Gas, CSIA CCS. The caveat: some defects are hard to capture on camera, so unclear footage is a reason for a second look, not proof of a false claim.
There is no single lifespan that applies to every liner, and we have not found a neutral source that publishes one. Clay tile can last for decades in a sound chimney but can crack after a chimney fire or flake under corrosive exhaust. Stainless liners depend on the alloy, the fuel, and whether the liner was installed and maintained per its listing. The manufacturer's warranty terms tell you what that maker is willing to stand behind, which is a better guide than a salesperson's estimate. An annual inspection is how you learn the liner's actual condition.
Do I need a new liner if I switch from wood to gas?
Often, but not automatically. Gas appliances produce exhaust with a lot of water vapor, and a flue sized for an open wood fireplace is frequently too large for a gas appliance to vent properly. CSIA notes that clay liners can flake under these corrosive conditions and that many existing chimneys are improperly sized for modern appliances. The deciding document is the new appliance's installation manual, which states the vent size and type it needs. Ask the installer to show you that page and the measured size of your existing flue.
Liner kits are sold to the public, and manufacturers publish installation guides for them. The guides require the chimney to be cleaned and repaired first, the liner sized to the appliance, and insulation used where the listing calls for it. Mistakes in sizing, connection, or clearances are the kind of error you cannot see after the job is done. Many areas require a permit for relining or appliance installation, and that varies by state and locality. If you do it yourself, keep the manual, the listing label, and photos of each step.
Is it worth paying for a second opinion on a liner recommendation?
When the quote is for a full reline, a second inspection usually costs a small fraction of the job. Ask the second company to do its own camera inspection rather than just review the first company's photos. If both find the same defect in the same place, you can proceed with more confidence. If they disagree, ask each to show you the footage and explain what they see. A disagreement is not proof that anyone is dishonest, but it is a reason to slow down.
