- THE ODDEST CAPTURE IN THE PROJECT: Utah repealed its dedicated 'S430 Metal Firebox and Fuel Burning Stove Installer' classification and consolidated it INTO S330 Landscape & Recreation Contractor effective 7/22/2019 (DAR 43747) — current S330 scope (d) verbatim: 'metal fireboxes, fireplaces, and wood or coal-burning stoves, including the installation of venting and exhaust systems, provided the individual performing the installation is RMGA-certified' (the natural-gas RMGA cert conditions even wood/coal installs as written). B100/R100 general scopes also reach the work. Handyman tiers (HB 483): <$3,000 exempt / $3,000–<$7,000 DOPL handyman affirmation / >=$7,000 licensed — whether a solid-fuel install counts as excluded-at-any-dollar 'combustion' work is a gray zone (flagged). Chimney SWEEPS stay exempt by name (R156-55a exemption list: 'chimney sweepers other than repairing masonry'). AIR AXIS: R307-302-6 — 'No person shall sell, offer for sale, supply, install, or transfer a wood burning stove that is not EPA certified or a fireplace that is not EPA qualified' in the PM10/PM2.5 nonattainment/maintenance areas (all of Salt Lake + Davis counties, Cache Valley, west Weber, all Utah County, parts of Box Elder/Tooele — most of Utah's population); sole-source registration governs burn-day exemptions. Chimney flashing: is a credential required in Utah?

- S280 Roofing Contractor — scope (as amended 2019, DAR 43747): 'Application and installation of asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate, and any other material or materials... which use and custom has established as usable for, or which are now used as, water-proof, weatherproof, or watertight seal or membranes for roofs and surfaces; and roof conversion; non-electrical skylights...' plus insulating media — flashing is not named but sits inside the weatherproof-membrane scope (inference, and DOPL treats flashing as roofing work). Handyman tiers apply ($3,000/$7,000 — roofing is NOT on the any-dollar exclusion list, so small flashing repairs under $3,000 are lawfully unlicensed). Masonry interplay: the chimney-sweeper exemption is 'other than repairing masonry' — flashing is not masonry repair, so a sweep doing flashing needs the license path once over the tiers; counterflashing cut into brick could alternatively ride the masonry classification (S220, unpinned)
